Small Medium scale Retailer's Dilema

I am very surprised despite there are so many successful loyalty programs we see across our daily life (e.g. Prime, Swiggy pro etc.) why small merchants don't go for Loyalty Program which works very well as a customer retention program.

is it because of Small merchants
1. Think it is useless for them?
2. Find it Difficult to use?
3. Find it costly?
4. Just Don't want to change their way?
5. They expect results immediately?
6. Fear of data privacy with software? #customerexperience

I personally believe resistance to change and less patience are reasons which small merchant don't go for any customer retention program.

I am opening this discussion to understand your thoughts over the same.
